A virus has struck humanity centuries ago and gave some of them powers that are beyond imagination. The Government tried to silence them, to silently destroy the evidence of their mistake, but far too late. The population and the mutated gen had spread further and further and even managed to become a gen present in everyone, although in most it was lying dormant.
